§ 105.07 ELECTION OF MAYOR AND COUNCILPERSONS.
   (a)   All duly qualified voters within the city shall elect five members of the Common Council, a Mayor and a City Clerk, who will run at large.
   (b)   The dividing line between the North and South districts will run with the Tygart Valley River.
      (1)   The South District will be divided into two districts known as east and west by Main Street/U.S. Route 250:
         A.   South East District. Shall begin at the southeastern corner of the covered bridge and contain all properties lying to the east of Main Street to the corporate limits; and
         B.   South West District. Shall begin at the southwestern corner of the covered bridge and contain all properties lying to the west of Main Street to the corporate limits.
      (2)   The North District will be divided into three districts known as east, west and central. The description of these areas are as follows:
         A.   North East District. Begin at the northeast corner of the covered bridge and shall be described as all property contained between the Tygart Valley River and U.S. Route 119 to the corporate limits. Any corporate limit extensions continuing north between the east side of U.S. Route 119 and the Tygart Valley River shall be included in this district;
         B.   North Central District. Begin at the northern corner of John Street and U.S. Route 119. This district will comprise all property located on the northerly side of John Street across the Shooks Run Bridge and turn right onto Jenny Street - north side- to the corporate limits. In addition, any corporate limits extensions continuing north on the west side of U.S. Route 119 shall be included in this district; and
         C.   North West District. Begin at the southern corner of John Street and U.S. Route 119. This district will comprise all property located on the southern side of John Street across Shooks Run Bridge and turn right onto Jenny Street - south side - to the corporate limits. In addition, any corporate limit extensions continuing southwest from the Snooks Run Bridge shall be included in this district.
      (3)   For purposes of this section, a detailed map shall be made available at City Hall.
   (c)   The individual receiving the highest number of votes at large shall serve from each area described.
