(a) The Common Council shall issue the call for each election not later than March 21 next preceding each election.
(b) The call shall set forth the date of the election, the time and the procedure for filing certificates of candidacy, the filing fees and such other information as Council may deem appropriate.
(c) The Common Council shall cause the call of election to be published one time in a newspaper of general circulation in the city within five days after the call is issued and shall cause the same to be posted at the front door of City Hall.
