Unless another penalty is provided in this article, whoever violates any provision of this article upon a first conviction shall be fined not less than $100 nor more than $1,000, except that upon a conviction for a second violation of § 353.04, the offender shall be fined not less than $500 nor more than $2,000. For the third or any subsequent conviction for violation of § 353.04, the offender shall be fined not less than $1,000 nor more than $2,500.
