(a) The provisions of W.Va. Code Ch. 3 referring to elections, insofar as such provisions can be applied within the city and insofar as not otherwise provided by the City Charter, or the codified ordinances, shall govern the conduct of city elections.
(b) The powers and duties prescribed for County Commissions by W.Va. Code Ch. 3 shall be exercised and performed by the Common Council for the purpose of all city elections, and the powers and duties prescribed for Clerks of Circuit Courts and Clerks of County Commissions by W.Va. Code Ch. 3 shall be exercised and performed by the City Clerk for purpose of all city elections, except as may be provided otherwise in the City Charter.
