(a) Commercial vehicles. No vehicle having a load capacity in excess of five tons empty and having more than a single rear drive axle shall be parked or stopped upon any municipal street, avenues, alleys or public grounds except for the purpose of loading and unloading.
(b) Penalty. Whoever violates any provision of this section shall be fined not more than $100; upon a second conviction within one year thereafter shall be fined not more than $200; and upon a third or subsequent conviction, shall be fined not more than $500.
