There is hereby created a court, to be known as the Municipal Court, which shall have criminal jurisdiction over violations of city ordinances and the criminal jurisdiction of a magistrate of the state with respect to offenses committed within the city limits and those offenses committed outside the city limits that are enforceable by virtue of the extraterritorial powers conferred upon the city pursuant to W.Va. Code § 8-12-19.
