§ 164.02 ESTABLISHMENT; MEMBERSHIP; TERM.
   (a)   (1)   There is hereby created a commission which shall be known as the Philippi Historic Landmarks Commission, which shall consist of five members and shall be appointed by the City Manager. All members must be residents of the city and at least one member shall be nominated by Council.
      (2)   Nominations for the remaining appointments shall be received from the following:
         (a)   Philippi/Barbour Chamber of Commerce;
         (b)   Local chapter of American Bar Association;
         (c)   Barbour County Historical Society; and
         (d)   Historical Preservation Committee.
   (b)   The original appointees shall be appointed to serve for a term of one year, one for a term of two years, one for a term of three years, and two for a term of four years. Following the expiration of the term of a member, his or her successor shall be appointed to serve for a term of four years. A vacancy in the membership shall be filled in the same manner as the original appointment is made and for the balance of the unexpired term.
