The provisions of this article are hereby declared to be remedial and shall be liberally constructed to effectuate the purposes hereof. The provisions of this article are in addition to and not in derogation of any power granted to or vested in the city under any constitutional, statutory or Charter provisions which may now or hereafter be in effect.
