The Mayor shall act as Chairperson of the Sanitary Board, which shall elect a Vice Chairperson from its members, and shall designate a Secretary and Treasurer, but the Secretary and Treasurer may be one and the same who need not be a member or members of the Sanitary Board. The Vice Chairperson, Secretary and Treasurer shall hold such offices at the will and pleasure of the Sanitary Board. The Sanitary Board shall have power to establish bylaws, rules and regulations for its own government, not inconsistent with general law, the City Charter, city ordinances or this article.
