§ 148.09 EFFECTIVE DATE.

This article shall be effective upon passage and upon the Trustees qualifying. The Board shall supersede the present Library Board. Any lawful act done by the Board or contract entered into by them prior to the passage of this article shall be deemed binding on this Library Board.
