§ 147.01 MEMBERSHIP.
   The Planning Commission shall consist of nine citizens who shall be residents of the city, appointed by Council. Five-ninths of the members shall have been residents of the municipality for at least ten years prior to nomination. They shall be nominated by the administrative authority and confirmed by Council. One member of the Commission shall also be a member of Council and one member shall also be a member of the administrative department of the municipality. The terms of these two members shall be coextensive with the terms of office to which he or she has been elected or appointed, unless the administrative authority and Council, at the first regular meeting of each year, appoint others to serve as the municipality’s representatives. The terms of the remaining members shall be for one year, two years and three years, divided equally as possible between these terms. Thereafter, members shall be appointed for terms of three years each. Any vacancy in membership shall be filled for the unexpired term by Council. All members shall serve without compensation but may be reimbursed for actual expenses incurred in connection with their official duties.
