At any time after the adoption of this article. Council may appoint such Park and Recreation Board. The term of office of the Board members shall be for a period of four years, except that the members of such Board first appointed shall be appointed for such terms that the terms of not more than two-fifths of the members shall expire annually thereafter. Therefore, the first appointed members shall be appointed as follows: two members appointed for a period of four years; two members appointed for a period of three years; two members appointed for a period of two years; one member appointed for a period of one year. If any member of the Board shall die, resign, become wholly incapacitated or shall move away from the municipality, the office shall be deemed vacant and Council shall select a proper person to fill the remainder of his or her unexpired term.
