(1) The conducting of licensed gambling operations, other than those licensed under the Local Option Small Games of Chance Act (10 P.S. §§ 311 et seq.), shall not be a permitted use in any zoning district within the City, unless such use is expressly permitted by ordinance.
(2) No variance shall be granted from this Section except where the denial of a variance would effect an unconstitutional taking.
(3) The provisions of this Section shall expire three years after the date this Section became law.
