§ 14-1108.  Signs.
   Signs shall be permitted in accordance with the following limitations and conditions:
   (a)   For uses specified in Section 14-1102(a) through (l): Each building in the Institutional Development District shall be permitted to have a sign, including freestanding signs, identifying the name, use or purpose of said building, which sign shall not exceed 10 square feet in area; provided, that this limitation shall not apply to traffic or directional signs;
   (b)   For uses specified in Section 14-1102(m): No freestanding signs shall be permitted. The total area of signs permitted on buildings shall not exceed one square foot for each lineal foot of store front width;
   (c)   For all permitted uses:
      (1)   Permitted signs may be illuminated by interior lighting or lighting directed toward the signs provided, that they do not create glare upon adjacent districts; but in no case shall signs be illuminated by flashing, animated or intermittent illumination;
      (2)   Signs which revolve shall be prohibited;
      (3)   Any revolving device which causes intermittent flashes of light to be projected shall be prohibited;
      (4)   Signs may be attached flat against the wall of the building or marquee, but may not project above the roof or wall coping, nor extend beyond the building walls.
