It is hereby determined to be desirable and necessary for the public health, safety and welfare of the village that the wastewater treatment and collection system be operated by said village on a public utility basis in accordance with the provisions of Public Act 94 of 1933, being M.C.L.A. §§ 141.101 through 141.140, as amended.
