§ 53.04 EXEMPTIONS AND WAIVERS.
   The transportation of any hazardous substance shall be exempt from the provisions of this chapter provided the transporting motor vehicle or rail is in continuous transit, or that is transporting substances to or from a State licensed hazardous waste treatment, storage, or disposal facility.
