If it is determined by the Village Board that a permit should be granted, the Village Clerk shall forthwith issue such permit granting the request of the applicant in accordance with the details set out in the application or specifying in detail any changes in construction or otherwise that have been prescribed by the Village Board and all work shall be done strictly in accordance with the terms of the permit.
