Retail licenses issued or renewed by the State Liquor Control Commission for licensees within the village shall be delivered to said licensees by the Village Clerk, but he or she shall not deliver any such license to a licensee who does not exhibit receipts showing payment of the occupation tax levied under § 111.03, payment of the license fee, and payment of the publication fee for giving notice of the hearing before the Village Board on any application for license.
