Whenever the village police or code enforcement officer determines that a nuisance is being maintained within the village, the Police Chief or police officer or code enforcement officer shall cause written notice to be served upon the owner of the property on which such nuisance is located, and further upon the occupant thereof, by registered mail or by personal service. Such notice shall state the type of nuisance located on the property, and shall provide that such nuisance shall be abated or removed within 15 days of receipt of the notice. In all nuisance abatement actions, if notice by personal service or certified mail is unsuccessful, notice shall be given by publication in a newspaper of general circulation in the village or by conspicuously posting the notice on the lot or ground upon which the nuisance is to be abated or removed. Within 15 days after receipt of such notice or publication or posting, whichever is applicable, if the owner or occupant of the lot or piece of ground does not request a hearing with the village or fails to comply with the order to abate and remove the nuisance, the village may have such work done and recover the cost.
