§ 73.01 HOLDING ONTO MOVING VEHICLES AND CARRYING PASSENGERS.
   No persons riding a bicycle shall take hold of or hold onto any other moving vehicle. No persons operating a motor vehicle or bicycle shall carry another person on said vehicle in front of the operator, except in the event of an emergency involving the personal health or safety of the persons thus carried or some other person.
