§ 51.21 TERMS DEFINED.
   The word CONSUMER is used in this subchapter to include all users of the village sewage system, and the owners and tenants of real estate and building connected with the village sewage system and served thereby who in any manner discharge waste or sanitary sewage in any form either directly or indirectly into the sanitary sewage system of the village.
