No person shall tamper with any meter for the purpose of causing it to read inaccurately, nor attempt by any means to divert water from the service pipe so that it will not pass through the proper meter, nor to procure water from the water works for any premises while the water service thereto is disconnected for non-payment of water rates or pursuant to § 50.99.
