The right of the consumer to use water under the contract provided for in this subchapter is subject to such rules and regulations as the Chief of the Fire Department in this village may make, and subject to such regulations as the Utility Superintendent shall make to conserve water for the more urgent needs of the residents of this village in the event of a water shortage.
