This village shall in no manner be liable for any damages caused by shutting off the supply of water of any consumer while the system or any part thereof is undergoing repairs or extensions or caused by freezing of the main or the breaking of any pipe or valve, or by a shortage of water due to accident, or to circumstances over which this village has no control, or to an act of God.
