The Utility Superintendent and his or her assistant shall have free access during proper hours of the day and after reasonable notice, to all parts of every building in which water is delivered and consumed, to examine the pipes and fixtures and to ascertain whether or not there is any unnecessary waste of water. The term PROPER HOURS as used in this section means during an hour when the occupants are or may reasonably be expected to be awake, dressed, and in condition to receive visitors.
