(A) All water bills are due on the billing date and are delinquent 30 days after the billing of the water bill and shall be payable at the office of the Village Clerk. If any bill is not paid within ten days after becoming delinquent, a penalty of 10% shall be added thereto, and if ten days elapse and said water bill and penalty are not paid, the water service of the consumer shall be shut off and shall not be turned on again until said bill, penalty, and other charges, if any, due the village shall be paid together with a fee of $25 for resumption of service.
(B) Owners of premises are responsible for payment of past due water bills left unpaid by renters of their premises.
