The rules, regulations, and water rates hereinafter set out shall be considered a part of the contract with every person who is now or hereafter shall be supplied with water through the village, and every such consumer, by taking water, shall be considered and held to consent to be bound thereby. When any such rules and regulations now or hereafter adopted by said village, shall be violated, the water shall be cut off from the building or place of violation, and shall not be turned on again, except by order of the Utility Superintendent, and on payment of the expense of shutting off and turning on such water, and upon such other terms as the Village Board shall determine.
