§ 152.30 INSPECTION OF DWELLINGS, DWELLING UNITS, AND PREMISES.
   The Building Commissioner and inspectors are authorized and directed to make inspections to determine the conditions of the dwellings, dwelling units, and premises located within the corporate limits of the city, in order that they may perform their duty of safeguarding the health and safety of the occupants of dwellings and of the general public. For the purpose of making these inspections, the Building Commissioner and his representatives are authorized to enter, examine, and survey at all reasonable times all dwellings and premises within the city. The owner or occupant of the premises or the person in charge thereof shall give the Building Commissioner free access to the dwelling and its premises, at all reasonable times, for the purpose of the inspection, examination and survey. Every occupant of a dwelling or dwelling unit shall give the owner thereof, or his agent or employee, access to any part of the dwelling or dwelling unit of the premises, at all reasonable times, for the purpose of making the repairs or alterations as are necessary to effect compliance with the provisions of this chapter, or with any lawful rule or regulation adopted or any lawful order issued pursuant to the provisions of this chapter. After the issuance of any building permit, the Building Commissioner shall make, or shall cause to be made inspections of the work being done as are necessary to insure full compliance with the provisions of this chapter and the terms of the permit. Reinspection of work found to be incomplete or not ready for inspection are subject to assessment of reinspection fees as prescribed in this chapter. The Chief of the Fire Department, or his designated representative, shall assist the Building Commissioner in the inspection of fire suppression, detection and alarm systems and shall provide reports of such inspection to the Building Commissioner
