The Board of Public Works and Safety is authorized and empowered to forfeit the license of any journeyman electrician on the presentation of evidence before the Board, after due notice given to the journeyman electrician of a hearing to be held therefor, showing the journeyman electrician guilty of violating any of the terms or conditions of this chapter or of the rules and regulations of the National Board of Fire Underwriters. Every licensed electrician shall be privileged to employ one apprenticed electrician. The apprenticed electrician shall not be permitted to engage in electrical work or wiring except within the presence and under the direction of the licensed journeyman electrician employing that apprentice.
