It shall be unlawful for any owner or occupant of premises within the corporate limits of the city to permit branches of trees to hang lower than 13 feet from a street, or seven feet from a sidewalk, or to permit trees or shrubbery to interfere with the unobstructed use by the public of any sidewalk, street, or alley within the city.
