§ 93.31 NOTICE TO OWNER OF VIOLATION.
   Any owner, whether in or out of possession of any real estate within the corporate limits of the city, on whose real estate any grass has grown above the height of eight inches, shall be notified in writing by the Board of Public Works and Safety, or their designated agent, to cut and remove the grass within seven days. This written notice shall be deemed sufficient by certified mail to the name of the owner as it appears on the Assessor's records or at the address as it appears on the County Treasurer's records. Real estate shall either be described by address or as it appears on the Treasurer's description.
