§ 90.43 PROPER HARBORING AND RESTRAINT OF DOG.
   (A)   The owner or keeper, or harborer of a non- vicious dog shall at all times keep it either physically confined or restrained upon the premises of the owner, keeper, or harborer by a leash, tether, adequate fence, or secure enclosure to prevent escape or under reasonable control of a responsible person.
   (B)   The owner, keeper, or harborer of every dog shall provide proper food, shelter, and exercise for every dog in their possession at all times.
   (C)   All dogs within the corporate limits of the city shall be housed inside a proper shelter from the hours of sunset to sunrise.
   (D)   No dogs shall be allowed exposure to the elements under severe weather conditions of rain, sleet, snow, or wind.
   (E)   No person shall train a dog to be aggressive by beating, hanging, punishing, attacking other animals or by any inhumane manner.
