All fines or forfeitures collected for violation of the provisions of this title shall be paid into the City Treasury and deposited in a non-reverting fund to be known as the “Traffic Ordinance Violations Fund,” and shall be used only to aid in financing the Police Department, the City Court, the City Legal Department, and the Ordinance Violations Bureau.
