§ 71.54 TRAFFIC-CONTROL SIGNALS NOT IN OPERATION.
   When automatic traffic-control signals are not in place or in operation, a person who drives a vehicle shall yield the right-of-way, slowing down or stopping if necessary to yield, to a pedestrian crossing a street within the crosswalk.
