§ 31.48 ROBERTS RULES OF ORDER.
   In all matters not covered by these rules, the current edition of “Roberts Rules of Order Newly Revised” shall govern procedures of the Council. The general rules of parliamentary law (Roberts Rules of Order), so far as applicable are to be considered the rules of the Council, unless they conflict with any rules herein prescribed. No matter or proposition on a subject different from that under consideration shall be admitted under color of an amendment. These rules may be amended or annulled by a majority vote of all members of the Common Council.
