§ 31.30 PASSAGE OF ORDINANCES, RESOLUTIONS AND ORDERS.
   (A)   No ordinance shall be passed on the same day, or at the same meeting that it is introduced, except by unanimous consent, and then only in case there are present and voting at least two-thirds of all members elect of the Council; except a zoning ordinance or amendment that is adopted under I.C. 36-9 et al.
   (B)   An ordinance, order or resolution shall be finally adopted when it complies with I.C. 36-4-6-11 through 36-4-6-14 inclusive.
   (C)   The vote on passage of ordinances, motion to suspend the rules, motion to vote on the same meeting as it was introduced, and motions to reconsider must be by call of roll. Resolutions and motions may be considered by AYE and NAY vote. Provided, any member may move for a roll call vote on any matter, which shall be a privileged motion.
