No UTV shall be parked and/or operated on any city residential roads, streets, and thoroughfares, except insofar as such UTV is registered, equipped and operated in full compliance with the following:
(A) The owners of a UTV must register the UTV with the Peru Police Department and subject the UTV to an annual safety inspection by a Peru Police Officer. Unless otherwise stated by the Peru Police Department, all safety inspections will be conducted at the Peru Police Station, by appointment only. The annual fee for the UTV permit sticker shall be $40 annually, paid at the Clerk-Treasurer's office. The permit sticker must be affixed to the UTV on both the front and rear of the UTV and be visible. Registration paperwork must always remain with the UTV.
(B) In addition to being in good operating condition, to receive the permit sticker, the UTV must have the following:
(1) A windshield;
(2) Seatbelts for the operator and all passengers;
(3) An operating horn;
(4) Two headlights, two taillights, front and rear turn signals, and brake lights all of which must be visible from a distance of at least 500 feet;
(5) Rearview mirror;
(6) Side mirrors; and
(7) A roof canopy and/or roll cage.
