(A) Establishment. There is established a fund to be known as the Airport Coronavirus Response Grant Program Fund (ACRGP) Fund.
(B) Funding. The source of funding includes monies allocated to the city from the Coronavirus Response and Relief Supplemental Appropriation Act (CRRSAA).
(C) Uses.
(1) The city shall only appropriate and use the funds to cover costs incurred by the Peru Municipal Airport for the following:
(a) 1. To respond to the public health emergency with respect to the Coronavirus Disease 2019 (COVID-19) or its negative economic impacts, including assistance for operational expenses, debt service payments, and costs related to combating the spread of pathogens at the Airport;
2. Costs must be directly related to the Airport, which means consistent with FAA’s Revenue Use Policy and additional COVID-19 Guidelines.
(b) The Common Council shall adopt a plan which provides details for use of the funds.
(D) Amendments. This section may be amended from time to time if additional guidance is received from any federal or state agency.
(E) Duration. The Coronavirus Response and Relief Supplemental Appropriation Act (CRRSAA) shall exist until terminated by ordinance of the Common Council. Monies from this Fund may not be transferred to another fund of the city.
