Parking areas and empty lots shall be screened with landscaping or decorative fencing if appropriate. Large areas of the parking lot shall be broken up with islands of plantings. Parking lot edges, where the lot meets the sidewalk, shall contain at least a three-foot planting and screening area. Parking lots shall be located behind buildings whenever possible. Period lighting is appropriate for most parking areas. An empty lot or parking area interrupts the visual cohesiveness of the historic district, often producing a negative visual impact.
