This purpose of this chapter is to provide for the efficient operation, maintenance, and appearance of Pershing County Cemeteries. The County finds that cemetery grounds are considered sacred and should be maintained and treated with respect and decorum. The County recognizes the rituals associated with the grieving process and finds that the privacy of mourners should be protected against disruption and intentional infliction of emotional distress.
