A. There shall be one assessment for each waste generating use on a parcel of property (e.g., if the landowner is assessed for all uses on his parcel, the individual waste generating person or entity using that parcel shall not be assessed).
B. Unless the board of county commissioners determines that it is fair and equitable to assess an individual person or entity generating waste on a parcel, the landowner shall be assessed the full amount due as a result of such waste generating. (Ord. 133, 1993)
