The purpose of this Chapter is to promote the public health, convenience and general welfare of the residents of the County; to establish specific areas for the dumping of garbage and in connection therewith to establish a land use plan in the County, restricting the use of certain lands for the purpose of garbage disposal facilities and providing sanitary fill areas thereon.
