For purposes of this chapter, "vehicle" means every device in, upon or by which any person or property is or may be transported or drawn upon a highway, except devices moved by human power or used exclusively upon stationary rails. The term vehicle, as it is used in this code, includes "OHVs" being operated on designated county or state highways within the unincorporated areas of Pershing County. (Ord. 301, 2013)
