There is created a County Department of Welfare which shall consist of a Director/Representative and such other officers and employees as are authorized in this Chapter. The Welfare Department is expressly authorized to exercise and perform those duties granted to the Board of County Commissioners under chapter 428 of the Nevada Revised Statutes which relates to the care, support and relief to poor, indigent, incompetent and those incapacitated by age, disease or accident.
