It is lawful for any person, persons, firm, company, corporation or association to give public displays of fireworks within the limits of the county only after he, she, they or it shall have first obtained from the board of county commissioners a permit so to do which permit shall be in writing and shall specifically state the time when, and the place where, such fireworks may be discharged or set off.
