452.16 FAILURE TO PAY PARKING TICKETS.
   (a)    No person who has violated any of the provisions of this chapter or Chapter 454, for which payment of a prescribed fine may be made, and who has received three or more parking tickets therefor, shall fail to pay the prescribed fine in the manner indicated on the issued parking ticket within fourteen days after the third violation.
   (b)   A member of the Police Division is authorized to immobilize a motor vehicle with a “boot” device if such member finds a motor vehicle parked on a public street or in a City owned parking lot, and the owner of a motor vehicle has failed to pay for three or more violations of Chapter 452 within fourteen days of the third violation. The boot device shall not be removed until all violations of Chapter 452 have been paid in full.
   (c)   Whoever violates subsection (a) of this section is guilty of a minor misdemeanor. Punishment shall be as provided in Section 408.01. The minimum fine under this subsection shall be fifty dollars ($50.00).
