The Director of Public Safety is hereby empowered to:
(a) Designate any street as a through street and require that all vehicles stop or yield the right of way as may be required before entering the same.
(b) Designate any intersection as a stop intersection and require all vehicles to stop at one or more entrances to such intersection.
(c) Designate dangerous crossings over railroad tracks and erect stop signs thereat.
(d) Designate any intersection as a yield intersection and require all vehicles to yield the right-of-way as required.
(e) Designate particular streets as one-way streets and require that all vehicles thereon be moved in one specific direction.
(f) Designate lanes to be used by traffic moving in a particular direction regardless of the centerline of the roadway.
(g) Erect signs directing slow-moving traffic to use a designated lane or allocating specified lanes to traffic moving in the same direction.
(h) Designate those portions of any street, where overtaking passing other traffic, or driving to the left of the center or centerline of the roadway would be especially hazardous, by appropriate signs or markings on the street to indicate the beginning and end of zones. Such zones may be marked by an auxiliary yellow line placed parallel and to the right of the normal center line or offset marked lane line.
(i) Place markers, buttons or signs within or adjacent to intersections and require that a specific course of direction be traveled by vehicles proceeding in lanes by either permitting, prohibiting or requiring turns at such intersections.
(j) Install traffic control signals at any location to regulate traffic.
(k) Establish safety zones and crosswalks.
(l) Establish zones of quiet.
(m) Close any street or portion thereof to vehicular traffic which is in the process of construction, reconstruction or repair.
(n) Determine the location of bus stops and taxicab stands.
(o) Determine the location and limiting hours of truck loading zones.
(p) Regulate the stopping, standing and parking of vehicles by erecting signs plainly indicating the prohibition or the restrictions as to the time limitations.
(q) Designate individual parking spaces or parking meter spaces which may either be parallel or at a prescribed angle to the curb or edge of the roadway.
(r) Regulate or prohibit parking on streets, alleys, highways or public property.
(s) Regulate the right-of-way at intersections of streets, alleys and highways.
(t) Regulate or prohibit turns at intersections.
(u) Create, abolish and regulate through routes and truck routes.
(v) Create, abolish and regulate pedestrian crosswalks and safety zones.
(w) Regulate the direction of traffic on streets, alleys, and highways and create and abolish one-way streets.
No provision of this section shall be effective until signs, signals, markings or other devices giving notice of such local traffic regulation are posted upon or at the entrance to the street or part thereof affected, as may be most appropriate, so that in a proper position they are sufficiently legible to be seen by an ordinarily observant person.
