270.05 PROMOTIONS.
   (a)   Definition. The term “promotion” shall be used to designate an advancement from one classification to a higher classification.
   (b)   Commission to Determine Previous Experience. The Commission shall, in each case, determine that persons are eligible to compete for promotion by reason of direct experience in work which would be a natural preparation for the higher position.
   (c)   Basic Requirements. No person shall be eligible for examination for promotion who lacks any of the preliminary requirements prescribed by statute, rule, or regulation for the position to be filled.
   (d)   Types of Examination. Examination for promotion shall consist of ratings for seniority and may additionally consist of written or practical tests, education, past performance, documented performance concerns, attendance, experience and oral interviews. Prior to any examination of any type being given for promotion purposes, the Commission shall determine both the type or types of examinations to be given and the weight to be assigned to each type of examination. The types of examination and the weight to be assigned to each such type shall be disclosed on the notice of promotional examination.
   Notice of promotional examinations will be made in accordance with applicable Collective Bargaining Agreements, and where applicable, Chapter 266 of the Perrysburg Municipal Code.
   (e)   Credit for Seniority. The credit for seniority shall be determined as follows:
      (1)   Each full year of the first four years of service with this Municipality, one (1) percentage point;
      (2)   Each full year of the next ten (10) years of service with this Municipality, six tenths (0.6) percentage points.
   (f)   Final Grade. The final grade of a person in a promotional examination shall be determined as follows:
The grade of the various examinations shall be added to the number of percentage points as determined above for seniority credit. A minimum grade of seventy percent (70%) must be achieved on each of the examinations. The sum thus secured constitutes the final or complete grade of the person. In the cases where the examination consists of more than one part, each part shall be assigned a relative weight, expressed as decimal, and to the sum of products thus attained shall be added the seniority credit percentage point.
   (g)   Time of Promotion. When an examination for promotion has been completed, the Civil Service Commission shall certify to the appointing authority the three candidates for such promotion having the highest ranking on, and who have passed, such examination. The appointing authority shall then select one of such candidates for promotion.

   (h)   Emergency Action. In the case where legislation makes necessary the restoration of a large number of names to an eligibility list at once, the Commission may make such provision for the placing of such persons on the eligibility list as it may deem just and equitable to all concerned, which provision shall be recorded in the minutes.
