270.04 EXAMINATIONS.
   (a)   Character of Examination. Examinations shall be practical and impartial and shall relate to those matters which will fairly test the relative capacity of the persons examined to discharge the duties of the position to which appointment is sought. Such examinations may include an evaluation of such factors as education, training, knowledge, manual dexterity, and physical and psychological fitness. Examinations shall consist of one or more tests in any combination. Tests may be written, oral, physical, demonstration of skill, or an evaluation of training and experiences and shall be designed to fairly test the relative capacity of the examinees to discharge the particular duties of the position for which the appointment is sought. All examinations shall be validated so as to conform to applicable law or regulation.
   (b)   Type of Examinations. The Commission shall determine and state in the announcement of each examination whether it will be competitive or non-competitive, assembled or unassembled, open or promotional.
      (1)   Competitive examinations are those given for the purpose of determining the relative rank of examinees and establishing an eligibility list in the order of the marks allowed to each candidate.
      (2)   Non-competitive examinations are those given for appointments to positions requiring peculiar and exceptional qualifications of a scientific, professional, educational, or managerial character in which the eligible list consists of all examinees who are successful in the examination without regard to marks received.
      (3)   Assembled examinations are those given to persons gathered in one or a number of examination centers.
      (4)   Unassembled examinations are those given to persons without assembly at an examination center.
      (5)   Open examinations are those to which persons not in the municipal service as well as those in the service are admitted.
      (6)   Promotional examinations are those to which only persons in the municipal service are admitted.
   (c)   Parts of Examination. The Commission shall determine in case of each examination the parts or subjects into which it shall be divided and the weight to be assigned to each part. No oral practical examination shall be held except in the presence of the chief examiner or such assistant examiner designated by him or the Commission. The Secretary of the Commission will assist the Commission in determining questions which may be asked and will also assist with special circumstances which may require modification of the examination to conform with the requirements of applicable law. Veterans receiving a passing grade of seventy percent (70%) on each individual test shall have five percent (5%) added to their final score.
