The City maintains personnel files for its employees including, but not limited to: individual employee data, application forms and materials, records pertaining to hiring, promotion, demotion, and discipline, transfer, lay off, termination, compensation, hours and training etc. Employee records are the property of the City. The Office of Human Resources shall maintain all personnel files for the City. The placement of items in an employee’s personnel file is subject to approval by the Human Resources Manager and the City Administrator.
The contents of a personnel file are subject to state laws pertaining to public records and the City will comply with all lawful requests for public records.
A staff member may be permitted to review the staff member’s own personnel file and copy any material found therein at any reasonable time and place (excluding weekends and holidays). Should the staff member, upon review of his/her personnel file come across material of negative or derogatory nature, the staff member may provide a written and signed comment in rebuttal, mitigation or explanation of such material, which comment shall remain in the staff member’s file so long as the negative material remains. Reviews will be on the staff member’s own time. Any material copied from the file will be at the expense of the staff member.
